If the old coat of paint durable and you do not want only his color, then you only need to treat the surface lightly with sandpaper to a state of haze and then wash it in any detergent to remove grease and dust. Radiators are painted with a brush (sometimes with the help of spray gun or roller - it is less convenient) in 1-2 layers.
